POSTS OF JUNIOR TECHNICIAN (ELECTRICIAN), 07 POSTS OF JUNIOR TECHNICIAN (LIFT OPERATOR) AND 01 POST OF JEEP DRIVER IN THE ELECTRICAL WING OF THE ENGINEERING DEPARTMENT, UNION TERRITORY, CHANDIGARH.
(A) JUNIOR TECHNICIAN (ELECTRICIAN) AND JUNIOR TECHNICIAN (LIFT OPERATOR) IN THE ELECTRICAL WING, UT, CHANDIGARH.
24 Nos. vacant posts of Junior Technician (Electrician) and 07 Nos. vacant post of Junior Technician (Lift Operator) Electrical in the pre revised pay scale of Rs.5200-20200/- as per the 7th Central Pay Commission notified by the Chandigarh Administration will be filled through direct recruitment on a probation period of three years. The fixed salary @ Rs.19,900/- (Level-2) will be paid during the probation period. The category wise detail of vacancies is given as under:-

ESSENTIAL QUALIFICATION:
(i) Matric Pass of a recognized Board/ University or its equivalent.
(ii) I.T.I. Trade Certificate in the Electrician from any Govt. Institute or possess Diploma in
Electrical Engineering.
(iii) 02 years experience in the Trade.
(iv) Certificate of ICT Skills course i.e. course of Computer Concepts (CCC)- 80 hours from Govt. recognized institutions or a reputed institution which is an ISO 9001 certified OR Department of Electronics Accreditation of Computer Courses (DOEACC) of Govt. of India OR from NIELIT and its authorized institution at the time of their appointment.
Note: The candidates who have appeared in the final examination can also apply for the post but such candidates will have to produce the certificate of eligibility criteria on the date of verification of documents, otherwise their candidature shall be rejected without any reasons.
AGE/ AGE RELAXATIONS as on 01.01.2022.
(i) 18 to 37 years for unreserved/ EWS.
(ii) 18 to 40 years for OBC category (The candidates whose OBC caste is notified in State list of Other Backward Classes (OBC)of U.T., Chandigarh are considered eligible for the said post vide Dept. of Personnel, Chandigarh Administration Letter No. 27/4/94-IH(7)-2015/16074 dated 03.08.2015.) In case, the caste is not notified in the state list of OBC of U.T., Chandigarh, his/her candidature will be treated as Un-reserved)
(iii) 18 to 42 years for S.C. Category.
(iv)18 to 47 years for Persons with Benchmark Disabilities Category.
(v) Candidates belonging to Ex-Servicemen category shall be allowed to deduct the period of his service in the Armed Forces of the Union from his actual age and if the resultant age does not exceed the maximum age limit prescribed for direct appointment to such a vacancy in the concerned Service rules, by more than 3 years, he shall be deemed to satisfy the condition regarding age limit.
(Cut-off date for considering the age on the date of publication of vacancies is 01.01.2022 as per instructions issued by the Home Department, Chandigarh Administration Vide No. IH (7)-205/23549 dated 20.12.2005).
Note:
(1) Candidates already in Govt. Service/Semi-Govt. Service/ Corporation/ Borders shall apply through proper channel and the relaxation in age for candidates already in Govt. service shall be decided as per latest instructions of Chandigarh Administration.
(2) No candidate will be accorded age relaxation and benefit of reservation unless he/she attaches the requisite certificate issued by competent authority not less than the Deputy Commissioner/Additional Deputy Commissioner/ SDM/ District Sainik Welfare Board/ Chief Medical Officer as the case may be at the time of documents verification
(3) Where an Ex-serviceman is not available for recruitment against a reserved vacancy, such a vacancy shall be reserved to be filled by recruitment of the wife or one dependent child of an Ex- Serviceman, who has never been recruited against a reserved vacancy as per rules, subject to the conditions that:-
A)He or she possesses the prescribed qualifications and is within the prescribed age limits;
B) He or she is not already in service;
C) He or she will be eligible to avail the benefit only once in life
MODE OF SELECTION/ SELECTION CRITERIA:
Written test consisting of Multiple choice questions will be conducted as under:-
1. One objective Written test consisting (Section-I & Section-II) of multiple choice questions (MCQ) will be conducted. Candidates will be selected on the basis of total marks obtained in the test. Qualifying marks for each Section-I & Section-II will be 40% for SC category candidates and 45% for all other candidates. No interview will be conducted and there will be negative marking of 0.25 marks for each wrong Answer.
2. The detail of written test consisting of Section-I & Section-II to be conducted is as under:
PAPER - 180 Minutes (THREE HOURS) – Multiple Choice objective type Question paper having
150 questions.
SECTION I - 100 questions having the level of I.T.I. Trade Certificate standard as per qualification
prescribed for the post.
SECTION II - 50 questions (20 questions on English, 20 questions on Mental Ability and 10
questions on Computer Aptitude).
(B) JEEP DRIVER IN THE ELECTRICAL WING, UT, CHANDIGARH.
01 post of Jeep Driver in the Electrical Wing of the Engineering Department, Union Territory, Chandigarh on temporary basis but likely to be continued, in terms of the notified Recruitment Rules dated 08.07.2003 and 22.05.2015 in the pre revised pay scales Rs.5200-20200/- (Rs.19,900/- (Level-2) as per the 7th Central Pay Commission notified by the Chandigarh Administration vide Notification No.228 dated 11.05.2021. ESSENTIAL QUALIFICATION:

(ii) Should possess valid license for driving heavy motor vehicles (HTV).
(iii) Three years experience of driving a heavy vehicle both in plains and hills (according to requirement.
(iv) Knowledge of Hindi and/ or Punjabi.
AGE/ AGE RELAXATIONS as on 01.01.2022.
25 to 40 years for OBC category. (The candidates whose OBC caste is notified in State list of Other Backward Classes (OBC)of U.T., Chandigarh are considered eligible for the said post vide Dept. of Personnel, Chd Admn. Letter No. 27/4/94-IH(7)-2015/16074 dated 03.08.2015.
Note:
Relaxation for departmental candidates belonging to OBC category in accordance with the
Instructions issued by the Chandigarh Administration from time to time.
(Cut-off date for considering the age on the date of publication of vacancies is 01.01.2022 as per instructions issued by the Home Department, Chandigarh Administration vide No. IH (7)-
205/23549 dated 20.12.2005).
MODE OF SELECTION/ SELECTION CRITERIA:
Selection will be made on the basis of Written Test and Driving Skill Test.
Written test will be of objective type (Multiple Choice Questions) of duration of 120 Minutes (Two
Hours) comprising of the following three sections:
a)Knowledge of motor vehicle act and traffic rules = 50 marks
b)Knowledge of vehicle repair and mtc. = 40 marks
c)Basic Knowledge of first aid = 10 marks
=100 marks
There will be negative marking of 0.25 marks for each wrong answer.
The candidates who qualify the above said test will be called for following Driving Skill in ratio of 1:20 of the vacancies in OBC category (on the basis of merit).
Driving skill test consist of three parts:-
a) Dug/Ramp Test – (Reverse driving test) One chance.
b) “8” Shape Driving Test (for only those who qualify the dug/ramp test) one chance.
c) Road Test – (for only those who qualify both (a) & (b) tests above) one chance.
The skill tests will be conducted by Committee comprising of Executive Engineer, General Manager, CTU & Motor Vehicle Inspector, U.T. Chandigarh. The test will be conducted by ITI/ any other Institute approved by Chief Engineer-cum-Special Secretary (Engineering) U.T. Chandigarh.
Passing of Driving Skill Test a) to c) is mandatory.
a) On the basis of merit in written test, candidates will be called for driving skill test (which is only qualifying). Thereafter, candidate who qualify the skill test will be called for scrutiny of original documents and checking up eligibility condition.
b) The passing of driving test is must for appointment of any candidate failing in driving skill test shall not be given appointment. Only one chance to pass the driving skill test shall be given.
c) The final selection will be made on the basis of merit in the written examination and there will be no personal interview. Further, in case of equal marks, the breakers will be as under:-
1st Tie breaker Order in age to get higher rank
2nd Tie breaker Higher marks in Matric or equivalent gets higher rank
Note:-
1. The candidates appointed will be given fixed emoluments, which will be minimum of the revised pay scale of Rs. 5200-20200/- (Rs. 19,900/- Level-2) as per the 7th Central Pay Commission or D.C. rate whichever is higher from the date of joining, during the probation period of 03 years and during the extended period of probation, if any and no annual increment and other allowances, except traveling allowance will be payable. On successful completion of probation period, they will be paid the minimum of the revised pay scale as per the 7th CPC alongwith other allowances from the date of completion of probation period.
2. On-line Applications will be invited by giving wide publicity and syllabus for written Test will be displayed on the website www.chandigarh.gov.in
3. All the responsibilities of calling on-line applications for the candidates, rejection/acceptance of forms. Conducting of written examination, uploading of answer keys after the examination as well as preparing of final list/merit list, vests with the approved authority appointed by the Chandigarh Administration for conducting written examination.
4. The vacancies notified are subject to change without assigning any reason and the Department reserves all the right to cancel this recruitment/ recruitment process without assigning any reason.
SELECTION PROCEDURE
1. Examination centres for written test will be notified at the time of downloading of admit card- cum-Roll No. slip. The candidates will report at the examination centre atleast 01 hours before the scheduled time alongwith admit card-cum-Roll No. slip and latest photograph.
2.No request for change of examination centre will be entertained.
3.Selection will be made purely on the basis of merit in written test subject to fulfillment of eligibility conditions and simply appearing in the written test does not give any right to the candidate for appointment. As such, candidates are advised to ensure that they fulfill eligibility conditions for the post applied.
4. After the conduct of written test, the question papers and the answer key of each written test shall be uploaded on website on the next day of the examination for calling objections, if any, from the candidates, who can submit their objections within 03 days through website with proof. Thereafter objection will be referred to expert committee and the decision of Expert Committee after deciding the objections raised by the candidates shall be final and the key will be finalized for preparation of result.
5. Final Result/Merit list prepared on the basis of marks in written test & driving skill test (in case of Driver), will be uploaded on the website and on the basis of said merit; candidates will be called for documents verification. No interview will be conducted.
6. List of selected candidates will be released after checking/verifications of eligibility conditions/verifications of all documents. In case candidates failed to produce documents or forged documents to be confirmed by Institutes, their candidature deemed to be rejected forthwith.
7. The provisional appointment letter will be issued to the selected candidates after obtaining filled in and duly attested form and self-declaration form to be provided by the Department which would described that “in case character and antecedents found not correct/verified or any false information is given by the candidate in his/her self declaration, the provisional appointment letter will be cancelled forthwith and other criminal and legal action will be taken as consequence thereof”.
8.The joining of the candidates on their provisional appointment will be accepted on submission of medical fitness certificate on first entry into government service.
9. The provisional waiting list for the above post will be framed/ approved which will be valid for one year as per instructions of the Govt. of India regarding operation of reserve panels issued vide O.M. No. 41019/18/97-Estt(B) dated 13.06.2000.
PROCEDURE FOR SUBMISSION OF ONLINE- APPLICATIONS :
1.Applications can be submitted only through ‘ONLINE’ from and upto dates mentioned above.
2. Application fee (non-refundable) amounting to Rs.1000/- (Rs. 500/- in case of SC). Persons with Benchmark Disability are exempted from payment of Application Fee. Detailed instructions for deposit of fee are available on the website.
Candidates belonging to Reserved category must ensure that they have valid copy of Certificate certified by the Competent authority in their name. At the time of verification of documents, if it is found that PWD/Ex-Serviceman certificate is not valid, their candidature will be considered under general category after receipt of difference of fee as applicable for candidates of general category.
3. To submit the application, candidate has to log in, on the above mentioned website and click on the link “Application for the post of Junior Technician (Electrician) / Junior Technician (Lift Operator) / Jeep Driver”. On registration of application, the candidates shall be given Registration No. and password.
4. After submission of online application, registration form will be generated. Candidate has to take out two print out of the registration form which he/she has to keep with him/her. The same has to be brought on the date of verification of documents along with original and photo copy of all documents as and when they are called to do so.
5. Any correction in the particulars can be made by the candidate himself/herself on the website upto the last date of submission of application. For this purpose candidate has to log- in by entering registration number and password. No correction can be made by the candidate after closing date.
6. Candidates are advised not to disclose password to anybody.

9. Before applying for the post of Junior Technician (Electrician), Junior Technician (Lift Operator) and Jeep Driver” candidate must ensure that he/she fulfils all the eligibility conditions mentioned in the advertisement. GENERAL INSTRUCTIONS
1.The candidates appointed will be given fixed emoluments, which will be minimum of the pay band of the post or D.C. Rate whichever is higher from the date of joining, during the probation period of 03 years and during the extended period of probation, if any and no grade pay, annual increment and other allowances, except travelling allowance will be payable as per guidelines issued by the Department of Personnel/Finance Department, Chandigarh Administration. On successful completion of probation period they will be paid the minimum of the pre revised pay scale of Rs.5200-20200/-(19900/- Level-2) as per the 7th Central Pay Commission notified by the Engineering Department, Chandigarh Administration vide No.228 dated 11.05.2021 and other allowances from the date of completion of probation period. The period of probation of 03 years as well as extended, if any, shall not be counted as the period spent on time scale of the post.
2.The provisional appointment letter will be issued to the selected candidate after obtaining duly filled-in & attested form along with self–declaration form. In case, any information with regard to his character, antecedents given by the candidates and information given in self-declaration form are found incorrect, the provisional appointment letter will be cancelled forthwith and other criminal and legal action will be taken as consequence thereof.
3.The candidates on merit under each category will be given appointment and all other candidates who have also qualified the written test shall remain in the waiting list which will be applicable for a period of one year from the date of joining.
4.The payment of Examination fee and application fee in respect of Persons with Benchmark Disabilities candidates will be exempted as per the letter issued by Department of Personnel vide letter No. 28/22-IH(7)-2021/10193 dated 23.07.2021.
5.The number of vacancies is tentative which may vary as per requirement.
6. Wherever the evaluation of marks in educational qualification is in terms of grades (CGPA), the candidate must attach the conversion scale.
7. Documents for claiming benefit of reserved category should be obtained from competent authority not less than the rank of Deputy Commissioner/ Additional Deputy Commissioner/ SDM/ District Sainik Welfare Board/ Chief Medical Officer.
8.The candidates are advised to ensure that photograph affixed by them on the application form is latest.
9. The decision of the department about the mode of selection to the post and eligibility conditions of applicant shall be final and binding. No correspondence wil be entertained in this regard.
10In case two or more candidates are having same total score then a candidate older in age will rank higher in order of merit. Further, if their Date of Birth may happen to the same then the candidate having higher percentage in Education Qualification shall rank higher in the order of merit list at the time of final selection.
11. The candidates shall be responsible for any mistake made by them in the online application form and the department shall not be responsible or liable in any way.
12. The employees already working under Chandigarh Administration having lien on any post will be entitled to salary of lien post during the period of probation on new post.
13. The jurisdictions Court if any shall be Chandigarh only.
14. Posts are temporary but likely to be continued.
15. Government has the right to cancel, reduce or increase the posts at any stage of time without any notice.
